It wouldn't be the first time in manga/anime for a story to go from completely hilarious to very dark and dramatic. Some series it works well, others, not so much. So far, I don't find anything particularly objectionable yet with the way things are going. I do however agree, they could have addressed the scenario at summer camp more thoroughly.
As for Rin, and having her first period, it could be very possible. She's probably approaching puberty, if she isn't there already. After all, Mimi had hers, and she's roughly the same age.
